In case a child or a staff member is found COVID-19 positive in an educational institution, then the same shall be closed for 48 hours and can only be opened after proper sanitization as per protocol. Perhaps, bidding ‘adieu’ to COVID-19 the deadly disease, the Cabinet of Ministers in Himachal Pradesh took this decision here today. However the state government note, remains silent about the quarantine requirements laid by ministry of health guidelines. Taking example if a student/teacher or any other staff member of ‘A’ school turns to be positive then as per protocol, all primary and secondary contacts of the infected should be quarantined for min 7 days. The State Cabinet in its meeting held here today under the Chairmanship of Chief Minister Jai Ram Thakur also decided that students of 6th and 7th classes would also attend their respective schools for study from 15th February, 2021. The CoM also decided that students of 1st to 4th standard would attend the online classes from their homes.
Likewise taking precautions the Cabinet decided to suspend the serving cooked meals in schools under Mid Day Meal Scheme till 31st March, 2021. During this period, dry ration would be provided to students and the cooking cost would be transferred in the accounts of the beneficiary/guardians. Academic session 2021-22 would start from 1st April, 2021.
Budget session detailed
Starting from Feb 26 to March 20 (17 sittings). In a notification issued by the Vidhan Sabha Secretary Yashpal Sharma said that Guv gave the assent to hold the 11 Assembly Session of state 13the legislative assembly and it would be in session from Feb 26 to Mar 20 and house would hold total 17 sittings. Budget session would start on Feb 26 on Saturday with Governor’s address. After two days weekly off house would assembled again on Mar 1 to present and pass the state supplementary budget for the financial year 2020-21 on the same day house would start discussions on the motion of thanks to Guv address which would continue till March 4 for four days. Himachal Pradesh Chief Minister Jai Ram Thakur who also hold the portfolio of finance would present his fourth state general budget for the finicial year 2021-22 on Mar 6, 2021. The House would also discussion the budgetary estimates for the fy 2021-22 from Mar 8 to Mar 12 for next four days and after this house would also discuss and pass budgetary demands of various head and department for next four days from Mar 15 to 18 and the appropriation bill would be presented to be vetted by the house on Mar 18, notification said. The two days would dedicated for the private members for presentation and passing of private member’s resolution on Mar 5 & 19 during the session, Vidhan sabha secretary added.

Consent to Policies/rules
- Consent was given for framing of Himachal Pradesh Taxation (on Certain Goods Carried by Road) Rules 2021 by repealing the Himachal Pradesh Taxation (on Certain Goods Carried by Road) Rules, 1993 to make all payments of taxes, demand or any other sum through electronic mode also in addition to manual mode.
- The Cabinet decided to notify the draft Right of Way Policy- 2021 to set out a transparent and time bound process for giving right of way approvals for setting up telecom infrastructure. It would also help in implementing Ease of Doing Business in the Telecom Sector.
- The Cabinet gave its nod for Himachal Pradesh Water Sports and Allied Activities Draft Rules, 2021 and Himachal Pradesh Miscellaneous Adventure Activities (Amendment) Rules, 2021 for ensuring more safety measures during different adventure activities.
- The Cabinet also approved Himachal Pradesh Aero Sports Rules-2020 to promote aero sports activities in the State.
Jobs and positions cleared
- The Cabinet gave its nod to deploy 30 Home Guards volunteers on daily basis in Baddi District Police for strengthening law, order and traffic system.
- The Cabinet gave its approval to fill up 150 posts of drivers/operators in Public Works Department through the process of Limited Direct Recruitment.
- It also decided to fill up 50 posts of Frash-cum-Chowkidar- cum-Mali on daily basis through direct recruitment and 28 posts of sweeper on outsource basis in H.P. Secretariat.
- The Cabinet gave its approval to appoint 10 posts of Clerk and seven posts of class-IV in Health and Family Welfare Department on compassionate ground.
- It also decided to fill up five posts of drivers in Information and Public Relations Department.
Other decisions
- It decided to provide one modern ambulance in every medical college of the State for three months to be operated through M/s GVK EMRI to facilitate the patients.
