A routine revenue demarcation drive in Raugi panchayat of Kullu district in Himachal Pradesh turned violent on Tuesday after a Revenue department team; Patwari and Kanungo were allegedly attacked, evidently showcasing concerns over the safety of government officials during field duties.
As per the complaint Patwari Bhop Singh has accused Panchayat Samiti chairman Khekh Ram of assaulting him with sticks during an encroachment removal exercise, claiming the attack lasted nearly ten minutes. The demarcation was being carried out based on a written complaint received by the department in August.
According to the FIR lodged at Kullu police station, Bhop Singh, accompanied by a Kanungo and police personnel, had reached Raugi panchayat when the Samiti chairman allegedly called him repeatedly, first asking him to halt the exercise and later insisting that he enter a room. Sensing a possible threat, the Patwari refused.
The Patwari has alleged that soon after, the chairman attacked the officials in the open. He claimed the Kanungo’s spectacles were knocked off first, after which he was beaten with sticks, sustaining injuries. The assault allegedly took place in the presence of police personnel, who, according to the complaint, attempted to intervene but were unable to fully restrain the accused.
Singh further alleged that several people present at the site remained silent spectators. Fearing for his life, he said he fled the spot, leaving behind important government records and his official vehicle. The Revenue Department has expressed concern over the safety of official documents left at the site, particularly as the accused allegedly continued to remain in the area.
After the complaint, police registered an FIR and initiated an investigation. Additional police team and another Kanungo were sent to the location to stabilise the situation.
The incident has triggered sharp reactions from employee unions and political leaders. The Patwari Sangh strongly condemned the alleged attack, calling it a direct assault on government employees performing statutory duties, and demanded strict and immediate action.
Even the Leader of the Opposition Jai Ram Thakur met injured officials and sought exemplary action, stating that attacks on government staff during duties undermine the rule of law and administrative functioning.
Attempts to contact Panchayat Samiti chairman Khekh Ram were unsuccessful, as he did not respond to repeated phone calls made by our reporter. Police said the investigation is underway and further action will be taken based on evidence and statements recorded.
